I think in general the regions of Limburg, Rhineland and bordering parts of Flanders have more to in common with each other than their own countries.
Carnaval is a complete non factor in the rest of the Netherlands for example. There are some party tourists who go every year but I wouldn't even be able to tell you when and why it is. Our only interaction with carnaval is when people from the north forget it exists and run into closed stores/businesses during that period. I have some coworkers from Brabant who religiously go back every year. It's a very regional thing

I‘ll be honest with you, and you will likely disagree: I consider us a single people anyway. To me, there’s North and South (technically West) Germanics, and West Germanic means being Anglo or … whatever we are. I‘d like to use the term „German“/Deutsch/Dutch since it means „belonging to the people“ and therefore is a good description in general, but it’s obviously not about the Federal Republic of Germany. Situations like carnival or dialects or other cultural or historical alignments always make me think that the only way to make sense of all these regions is recognizing they all form one big blob, from South Tyrol to the Netherlands and Pomerania, as a cluster of very diverse regions with large differences that are somewhat arbitrarily under different governments.
Given the history of the HRE and the Franks and so on, it adds up. Given Standard German and Dutch originally being „artificial“ book languages overcoming overlapping dialects, it adds up. Northern Lower Franconians in the Rhineland essentially speak Dutch, Limburgish is an outlier within the Netherlands and closest in melody to the Aachen dialect while southern Lower Franconian is the closest relative in terms of grammar and vocabulary, basically the entire north of the Netherlands is traditionally home to Low German dialects that are filed under Lower Saxonian.
Now of course, you have your nation state and we have ours. It could have gone differently if the Habsburgs hadn’t split up. And of course >we didn’t exactly popularize the idea of belonging together ~80 years ago … so I guess it’s alright as it is
