yh, there's all this stuff lately about them trying to push for more fasts but the problem is that English conditions have traditionally not suited fasts and for the Championship its still true. Its probably one of the reasons they want to have fewer matches. Its also led to complete meme selections like Tongue, Hull and picking Carse over an actual swing bowler.

It has always been an issue, you have fasts who are just "pie chuckers but very fast" and then guys who are slower but move it. Its pretty rare for a fast to be very accurate and very fast. The other problem is that they've always been prone to injuries, Truman, Holding and Lillie all had recurring problems to name but three.

This is the problem with their plan, as you said a guy who gets 90 >it's easier for a raw paceman to be trained on accuracy than it is for a line and length merchant to be trained on pace
the problem is that they generally have to drop pace to do it, see Anderson, and he never recovered it. I suspect that's true for quite a few. It also begs the reply, why are so few fasts know for their accuracy then and the ones that are its always made a point of?

Instead of trying to select a team that can beat Australia just select your best players for each position. So you need 4 pacemen, pick your 4 best ones and another one or two as backup. This ridiculous idea that you need these niche players for the Australian conditions never works and is completely unpredictable anyway. Nah it has to be Archer and Wood rotated around as both are such injury risks they can't afford to be played in consecutive matches. Then play Atkinson with them who is Englands best bowler atm and averages the best part of 90mph. Then it has to be a stock workhorse bowler like Potts who will bowl 20 good overs an innings as Stokes and Wood can't.
