Well, yeah. Geography and conference tends to determine who you play in the preseason. You don't want to travel for preseason and you don't want to practice against guys in the same conference.

The reason the Niners and Raiders stopped doing it was because the San Francisco-Oakland rivalry was too heated. Now that Oakland belongs to the 49ers, that's no longer an issue.
