Colleges don't rate pure pocket passing QBs at all. They don't have to worry about durability and have to deal with a worse talent pool so having one amazing player that can both throw and run is great for college offences. Le dual threat meme QBs also make for really cool highlight reels which hype them up. Fields is an amazing example. He makes for amazing highlight reels but is dogshit as an actual QB. He also worked decently as a college QB because defences are worse. This means less pocket passers coming into the league and some teams have also bought into the meme QB.
To give them credit, the meme QB does work amazingly if they can actually read defences, throw the ball and when they're healthy. The problem is that a huge portion of the meme QBs can't either read defences or throw the ball good enough to be a pure pocket passer. So the moment they can't run the wheels literally come flying off the bus and they're ready for the glue factory. And meme QBs can't stay meme QBs for long past 30, wear and tear or age will catch up after that.
Not to mention that most teams can't evaluate or develop QBs for shit. So teams will have to walk out people like Flacco and Rodgers onto the field because they're still within the top 40 people in the world at the job.
