Unnecessary. Just don't give away penalties as easily, allow the keeper to move more freely on the line, and stop allowing teams to choose who takes the penalty
Your shot got blocked? You take the penalty. You got fouled? You take the penalty. You were the closest opposing player to the one who had a total brainfart and fucked up without being in immediate danger? You take the penalty

The only real counter-argument is "what if someone injures the player deliberately?", and anyone who has played football knows that's hard to achieve in practice and could be punished with other measures anyway. The other argument is that comparing striker goal tallies before and after this rule change would be impossible, but seriously, who the hell cares?

If a player is seemingly injured, he either plays on or leaves the pitch asap, in which case he's either immediately subbed off or spends a set amount of time, I suggest three, four, or five minutes, off the field, leaving his team one man short. Enforcing this would be tough, but it should be doable
If the player supposed to take the penalty is subbed off, the guy replacing him takes the penalty. That's a bit of a shitty situation if this happens in the 90th minute, but there's no way around it, I'm afraid. And personally, I still prefer that over a single player hogging all the penalties

The first round of the DFB Cup (among many other events across the globe) doesn't have VAR, and there's nothing particularly enjoyable about "elite" refs getting offsides wrong by 1.5 meters, or missing clear fouls
In the first round of a cup where Bundesliga teams play against clubs from the 4th and 5th tier, this usually doesn't end up being important. It can also be fun in low amateur football, where there's only one amateur ref with usually little mobility getting things hilariously wrong. But in actual elite games with lots of money and prestige at stake between more or less evenly matched teams, wanting precision is a good thing. With semi-automated offside technology, a big problem of the system should be eliminated. Then the big one left boils down to actually clearing up what is and isn't the privilege of VAR during games

Penalties should have been abolished ages ago, they were invented for a game where every match ended 8-6. It doesn't work now and as a ridiculous "fix" the penalty area has different rules than the rest of the field except those rules aren't written anywhere and they vary from day to day.

Same with red cards. Doesn't work so they just refuse to give them as often as they should.

Giving the penalty kick to the guy who is fouled solves nothing except killing the infrequent meme center back or keeper who likes to take pens. It prevents teams from funneling goals to a single player, yes, but that player was almost always one who spent a lot of time in the box and the replacement player who is now being fouled is still going to be a very attacking minded player 95% of the time. Cool, instead of Lewandowski getting to take all the pens at Barca, he now shares them with Raphina and Olmo and Lameme, who are are technically proficient attacking players. Instead of just Haaland, it's 80% Haaland and then some Silva or Gundogan or Cherki or whoever else is attacking off of Haaland. It doesn't change that penalties are almost a guaranteed goal.

Yes, that's the point. Penalties only for those who deserve it. There could arguably be a slight decrease in penalty scoring rate since no player could count on being the designated penalty taker and therefore specialize, but the main point is preventing statpadding
It's alright that penalties are goals in 75-80%. You just gotta award fewer penalties, i.e. be a bit more strict when it comes to fouls in the box and handballs. At the same time, allowing the keeper to take at least one foot off the line might help. Or isolating the penalties from the game situation like it's the case in knockout round penalties after extra time: no rebounds. Though I personally am a bit conflicted about this last one

The entire point of the thread was that penalties were too strong of an reward for fouls in the box in an era with 3 goals per match on average instead of 10 and when the conversion rate is in the upper 80% instead of the 60%.
