The remaining problem would be that it's an additional gap between pro and amateur football, which is 99.9% of the sport after all. But I think it would be doable. You'd have to make it 2x30 minutes of net playing time obviously, though
Everything involving the bounds of the pitch would need to be automated with a chip in the ball. As soon as the ball is out of play, time stops. With fouls and so on, the ref's whistle should trigger the stop and then start the clock again. You'd probably still need someone in the VAR room to keep track of the clock
