Watching the preseason got me thinking, wouldn't the NFL benefit from a G-League style developmental league, where minor league affiliates play meaningful games using the same offensive and defensive systems to help develop the practice squad and other young players?
You could play on Fridays, Saturdays, and/or Mondays with players you know didn't/won't dress/play on Sunday
This seems a lot better developmentally than trying to play in a spring league

you haven't thought this through.
NFL is governed by the NFLPA

> Player availability is limited
> contracts are geared toward a 18 game regular season. If you add more "labor" to players expectation you'll have to fight the CBA
the practice squad is 16 players not enough to field a team, so to play a game you would have to pull in veterans from your roster

Why would the NFL want to pay for a development league when college does a far better and more extensive job than the NFL ever could?

You don't need more games to develop in handegg
Only QBs, linebackers and runningbacks need actual real game rep
In every other position you just need to practice positional drills and 1v1s to get good. If you compete well in the 1v1 you will be good enough to play. Handegg positions are so specialized and one dimensional that you can practice like that

The counter argument to that is you train guys with meaningful game reps in your system and your way of doing things. But NFL coaches typically don't last long enough for that to be worthwhile.

Wide Receivers and QB's need meaningful reps together to understand tendencies, depth, timing, etc. DB's need reps if you're running anything more complicated that straight man so they know their assignments and you can throw curve balls at them. OL need reps with each other so they know how to handle different blocking assignments and how to handle stunts/handoffs. The guys that actually don't really need the reps as much linebackers and runningbacks.

I kept a copy of this book on a shelf at work and it sat there for a year before anybody noticed it. When asked about it, I said it changed my life and I wouldn’t be where I was without it and they left my office flummoxed.

Like NFL Europe?
They already have the practice squad and very few of those players become much more than special teams players. If you have enough talent you are already on the active 53 man roster and most of those players are expected to play at least special teams.
