Could have happened if in the mid 80s the state leagues all got together and formed an AFL joint venture. Rather than the VFL trying to take over all footy. You could have had a 2 tier comp. But now WA and SA will forever be stuck with 2 clubs each.

Reminder the AFL wanted to bring Port Adelaide into the AFL in 1990 which would have paved the way for Norwood/Sturt most likely a few years later. But the SANFL were having none of it and didn't want to lose their most valuable club to another competition and refused to let port go. So the crows were born as a compromise.
So yeah there could have been more actual real clubs coming into the league but because the situation with port ended up in a court room the AFL didnt want to bother ever again and once port came in it stuck to building new teams from scratch rather than deal with other state leagues and needing their permission.
