I honestly think it's something to do with the city. ALL the Cleveland sports teams are cursed. And they've got a lot of really memorable failure moments that have iconic nicknames: the Drive, the Shot, the Fumble, the Move, the Decision.

LeBron James, the best player in the NBA for a long while, went back to Cleveland and he was only ever able to win ONE championship with the Cavs, and that was during 2016, a year when a lot of the normal rules for the universe were clearly suspended.

The goal is to make money. Winning games helps but that roster is at least another draft away probably 2 or 3 from actual contention.
Keeping Primate Jr. allows them to sell a ton of jerseys and ensures they can continue filling their stadium halfway thru the season despite terrible performance when they announce him as the starter
The plan this year is to tank again. The QB draft class for next year looks better than last year and there's a possibility that they can even go for Manning in another year or two.
My guess is 3-14 this year maybe as high as 5-12
