The board members are well-known for the most part, and members being pissed can put on the pressure to get rid of them. How exactly that works depends on the club's internal structure and laws. When a club makes such a profit, they are expected to do something with it, of course. Fans usually don't expect it to end up 1:1 on new players, but there needs to be a plan. Club officials are usually quite happy to at least vaguely hint at what their plans are so that they don't end up getting voted out of office at the next member conference, though that would require a lot of fucking up from their side

What makes you think that? They didn't rely on selling Woltemade, but such an offer is hard to reject. They wanted 70 million from Bayern and everyone called them crazy. It was seen as a very daring "come and get him (you won't) lol" move ... and now Newcastle gives them even more?
If a club really struggles, they might raise ticket prices. But that's usually very unpopular with members, as you can imagine
