It was abolished because it gives the richest clubs another get-out-of-jail-free card. In situations where they would previously have lost on away goals, they now get to compete in a penalty shoot-out. It's the same reason that the new league system was brought on, as richer clubs have more chance of being sufficiently good enough to qualify over eight games than six.
