There is talent at the youth level, it has been shown quite a few times in the past years, but if the country's mentality is to never allow young players to get minutes because they might make mistakes, then it won't improve.

We have Atalanta's, Roma's, Milan's was very good too up until Bianchessi was there, Juventus' is getting better too. But the problems remain the same: talent is poorly distributed, our football pyramid is leaking from all sides and tiers, young players are loaned out for several years to clubs around Italy that couldn't care less about them, not to mention the biased application of sporting regulations, as sporting justice facilitates fraud and, as a result, the exploitation of young players as capital gains fodder.
