Competition from Hockey and Basketball which are an on ice sport and an indoor sport thus get more participation in countries that are essentially tundra for 1/3 of the year.
Soviet Union and Yugoslavia were more interested in medal farming sports.
Communism slowed development of pro players because muh Workers Club they're Workers too
Post-Communism slowed development of teams because so many petty territory wars and the whatnot.
The Former Yugo countries will all have their little runs in their sports, eventually Russia and Ukraine will have good runs, but it's all been a long process and it's not gotten any easier.
That being said, they own the world in Hockey and hold their own in the world of Basketball

Not in South America, since it's warm all year, but here, we can't play outside for nearly 5 months (spring often still has snow and it gets cold in autumn). The Nordic countries can afford indoor pitches, while Eastern Europe can't.
