You don't need dead-end roads for that. And the road on the picture is actually way more dangerous. It's as wide as a highway, you'll drive way too fast on those.
My neighbourhood is absolutely safe for kids playing outside. There is one main road, which is deliberately small and winding, with shrubbery and low fencing surrounding it. Actually driving 50km/h on it feels fast. All other roads are just for the people living on that road and make you drive slow by design.
The US's infrastructure is 3rd world country grade, their living standard only seems high because they're in crippling debt, their housing is worse than a cheap holiday home.
