They made Parker Retzlaff run Richmond before they approved his cup start at Daytona last summer but Helio was approved for his debut in the 500 after doing the ARCA race there.
Casey Mears was denied for spring Talladega I believe but he was approved for fall after making some other starts.
I think Queen would be approved if some team wanted to run him a full year since he has done so much this year and he is 28 and it would hurt the team to deny it, but someone like (example) Isabella Robusto, they would deny it.
