The NICRA was a response to the American Civil Rights Movement, none of the major figures involved ever tried to claim that it was the other way around (see : Bernadette Devlin).

As far as I know, we don't have anybody born on the island of Britain who plays regularly for the rugby team, and never really have. We do have three New Zealanders who play for us, though.

This hasn't been true for about 25 years now. This was basically the policy of Jack Charlton, who asked a bunch of young up-and-coming English players in the run-up to Euro '88 if they had any Irish heritage (Ireland established a unique position back in the 20s, that you could apply for a passport if you had a single Irish grandparent, in order to encourage the Diaspora to come back home. Poland has the same policy now).
During that period, we got some serious players because of Charlton (John Altridge, Roy Houghton, Tony Cascarino) and others who would have likely had many caps for England. Even under Mick McCarthy, that policy was not really continued and most of the National Team is from Ireland.
