Founding two teams in Berlin and Munich is dumb for sure, they already have good teams. Go to Hamburg and Cologne, or at least one of them - Hamburg is bigger than Munich, but it doesn’t have a good basketball team. There is room there. Same for Cologne
And yes, the entire plan seems risky at least and probably retarded. NBA rules suck and while the NBA itself may have star power, a European branch may not. That’s the main pull factor gone. And who says they can amass enough quality? The European top teams are too good to get fucked over by a half-assed NBA copy. This plan comes like 25 years too late

There's some niches like with Ice Hockey in England and Handegg shows you can get a crowd for maymay sports if you offer a certain (not shit) level of play and a event.
A London/Manchester Apehoope team that plays on a level of a upper third Championship, lower third EPL Team will attract a very solid crowd. Put that team into Stockholm or Helsinki and it's pretty much a ghost town. Best example atm the Euro Hockey Tour is in Helsinki, that's Czechia, Finnland, Sweden and Switzerland, the Fingols are crazy for hockey, the Fin games are sold out at 10k and you could sell it out another 3-4x all other matches are empty at around 2k

If that team in the north West of England is a Manchester team to rival the giants they're silly. Scousers were getting into basketball with the Everton team that became the Mersey Tigers, selling good amounts of tickets, and won the league. Then the BBL kicked them out without giving a reason because they were salty over it. They should bring back the Mersey Tigers, there would be default hype in a big city and an existing fanbase that doesn't have another team in the city. But it'll be fucking Manchester again, because some exec thinks City and United rake in fans from the local area, rather than gloryhunters.
Mancs don't turn out in big numbers for any sport. These will struggle more than the Salford Red Devils to fill seats.

Every league that's not the NBA is already either a feeder league or a place for NBA washouts to go before they fully retire. NBA Europe will just be a way to drive up interest in European basketball viewership that will increase NBA viewership. They have the backing and funding of the NBA to market the league so there's very little risk. It won't be hard to cause Euroleague to go bankrupt.
