There are some situations where transcoding is worthwhile for bugged/actually retarded encodes (like 16:9 content in 4:3, interlaced) but this is only for ease of consumption, you're not actually improving things.
For all archival/hoarding purposes the closest file to the source you can obtain is always the best one to save. You can always transcode on the fly later, or produce secondary copies from it if desired.
For example a giant 4K library at home, and compressed 540p or 1080p variants to stuff onto portable storage if you travel alot and can't always remote into your home NAS. Not for anything on your end, but literally having unreliable internet or something while you're away from home.

The videos are already 4:2:0 which is subsampled, and the bitrates are low. Going lower is unironically asking for more JPEG.
If you're so concerned about space you're better off just downsampling and generating an alt version at a smaller size in whatever codec and bitrate you like. Transcoding a terabyte of videos to save 2/3 of it isn't worth the loss in detail or the watts spent computing the transcode. It's easier and simpler to just store them as is. Storage is cheap, after all.

The second you re-encode the file, the hash will be different. Even if you encode losslessly. Even a remux can alter the hash.
Unless you're talking about PHash, in which case, that depends on how accurate you have it set to. It can look garbage and still have the same PHash.

Yes, storage is cheap, but remember, you're not storing only those videos, you're storing a bunch of other shit, and while storage is cheap, it's not free, especially when you might need to buy additional big drives.
It can save vastly more than just 2/3 depending on the user aswell as how efficiently it's encoded. If you encode with NVENC H264, sure you're not gonna save much. But if you encode with software using AV1, you can save a LOT.
How much you can save depends on how much each individual cares about the quality. Most who torrent just want better than stream shit, in which case you can compress very hard and still have a significant upgrade over stream shit.

Either way, her pack doesn't take up all that much space, it's sub 1TB. Most people download only the videos they want. Archivists will have multiple 20TB drives anyways.
