it's explicitly in the fluff for generations that there is a tragedy in the emperor's plan, he failed to free humanity from the chaos gods from itself. the Imperium is the rotting husk of the dream, falling apart and 40k is the tale of a dying society before it collapses, the death rattle of a noble dream of reason overcoming human nature.
While the gods are deeply tied with humanity that's because humans have both latent psychics and strong emotions.
Tzeench is considered the most human god, as it specifically outlines humanity's craving for change.
while Khorne is the strongest but has orkish features as all martial races will feed Khorne.
The description of the immaturum is that everyone has a soul, the weakest parts of the soul dissolve back into the warp while the strongest collect together and form warp entities. this means many of the gods are multi faceted with benevolent features.
also there are more than just the big 4.
Khorne is literally based off Crom being a harsh god who expects strength, honour and self reliance.
