I'd much rather do a game that is set in one specific city, with the agreement with the group being that the game never leaves it for long. Build up a consistent set of locales, characters, subplots, etc that the players can familiarize themselves with because they've been there more than once. Make the consequences of the player's actions matter because they can't just plan on running away from any problems they cause to a new corner of the map.
