It's bound to happen when you have an IP that is as mega popular as Dragon Ball, with the addition of all of the ridiculousness like a group of people named after vegetables and a doctor and his creations called Bippity, Boppity, and Buu, among other crazy shit. The setting itself lends towards ridiculous things, so why not fanart?

1) Graphically: minimally pleasing
2) Logically: coherent scene
3) Innovatively: more or less unique situation more or less specific to the world represented (natural phenomenon, social activity, animal behaviour, etc.)

I'm alright with huge structures if it makes some sense inworld. But the trope eventually gets old by itself.

I can understand why you'd not be surprised since the pic is obviously using tropes that are almost overused by now.

The bridges are built like dams. Especially that one on the left, its extremities are filled like a dam but it's simply a bridge. That means they wasted a shit ton of concrete for no reason. Just because the artist drew a dam and opened holes into it to turn it into a bridge. It bothers me, 4/10 art.
