If you were being intellectually honest about this topic, you would compare Cathay to the Empire or Bretonnia, the western and white WHFB factions. But then, to have an argument, you'd need to find black models in the store's pictures for those factions, and there aren't any.

That's why Old World factions should be your point of comparison to other Old World factions, since they operate in the same setting with the same assumptions about mobility and diversity, and it doesn't make sense to compare them to galaxy-spanning 40k factions or realm-hopping AOS factions.
