I don't think so? Under 4' would be very short compared to a standard sized race like human or elf. I think they and halflings should slot into the same height bracket. Any shorter than 3' and I think they stop really being goblins and become something else.

It's kind of a difficult question to answer really.
Folklore speaking Goblins are mostly pretty diminutive as far as I'm aware. They operate in the same sort of mythical basis as Faeries, Gnomes, Hobs, and all of the various other small spiritual tricksters and helpers.

Tolkien helped codify the Goblin as a fantasy staple alongside later works it influenced (D&D and Warhammer mostly)
Notable though is that Tolkien is the creator of the word Orc which in his stories were simply another name for Goblins. But due to his varying descriptions and interchangeable use of the words they slowly metastasized into distinct creatures.

D&D made them distinct, but also introduced other sub-types of goblins like Hobgoblins and Bugbears. Based on various legends and myths so now we've got Goblins, Orcs that aren't goblins, large militaristic Goblins reminiscent of Tolkien's Orcs/Goblins, and finally bugbears that without looking into I have no idea of their origin off the top of my head.

Warhammer shows up as well and becomes the basis of essentially the standard modern fantasy Goblin and also conveniently (or not) ties them back to Orcs again. Bright green skin comes from Warhammer as far as I'm aware. Here they're presented as related to Orcs but still slightly distinct. Mostly by size but there are still large Goblins that are Goblins not Orcs.

So I guess the answer to your question would be anywhere from about a foot tall to about seven feet tall. Depending on your source of inspiration and opinions on what a "proper" goblin is.

Females (goblins) 2-3ft, males 4-5ft. Females comes in anywhere from pale yellow green to forest green. Males (hobgoblins) hues are yellow orange to deep red. Similarly to how man can mean man or [wo]man, goblin can mean goblin or [hob]goblin. They can live just about anywhere but their preferred habitat is mountainous woodlands. Which is why they very often come into conflict with dwarves as goblins encroach into their mountain territory, and dwarves trespass and tear down goblin treelines for lumber. Both races have a deep-seated hatred for each other. Goblins originate from the feywild like elves, but have life on the material plane for far, far longer.

To phrase it more accurately Orc in the way it is used is a construction purely of Tolkien's invention.
There are references to various orc words throughout history, that is true, but they have little to do with the modern word orc, because Tolkien explicitly revived it after it had fallen out of use.

For all intents and purposes Tolkien invented a new meaning for it and re-popularized it independent of any of its original definition, although saying he created it is a bit inaccurate.

You're free to disagree, and if you have evidence I'd be happy to look over it, but everything I've looked at shows that this is the basic gist of it.
Although it boils down to how you view etymology I suppose.

The difficulty here is that you need to start making the distinction between medieval fairy tale goblins and more modern role playing game goblins. Almost none of the goblins specified in a player's handbook or a monster manual these days would fall under your definition. You'd find that kind of creatures under some miscellaneous fey listing or just lumped as a fairy. Now I'm not saying you should abandon your definition, but since goblins are fictional, they are multiple things at once. We are both right, and both wrong at the same time.

Oh certainly, fantasy goblins are very different from folklore goblins. I simply treat my preferred use of the term "goblin" (i.e., the folklore-inspired one) as though it were the only one as a sort of axiomatic assertion of the superiority of my preferences.

Unfortunately, I also prefer my fantasy goblins to generally be ugly and semi-feral, so we would probably not agree on the shortstack bimbo goblins anyhow.

in all reality, Goblin art is the only real way that short fat women are portrayed in a sexy context. The vast majority of men have seen some uncomfortably thick short lady with some huge assets that they would absolutely say yes to. If you're in the southwest, you see short women that are fat, but have it in the places where it just looks good. I think goblins should continue to grow larger based on their population & mutate too. Like, if too many goblins develop so,where some of them will turn I to taller hobgoblins. As their numbers build you might start seeing specialized goblin subbreeds too, like bugbears & nilbogs. Once you have too many goblins & hobgoblins you get a goblin king which is as tall as a man/slightly taller & really powerful. That's why goblin infestations should be handled with care
