What's a good way to get into EDH and build a decent base of cards? I haven't played since Zendikar and that was only for a year, and before that I played a lot from 5th edition through 8th. So I have no cards anymore.

Would grabbing a pre-con and a box of Commander Legends be an ok way to start? I don't expect anything amazing, just to have a batch of stuff to build on.

If you just want to bust open packs you could try to open boxes like commander legends or commander masters, but even if you pull "well" and pull expensive cards, they could just end up being expensive cards for archetypes you don't enjoy playing. Your best fiscal best would be to try buying a pre-con or singles; and just cracking open a box if you want the rush.

Lmao no. I have enchantress decks in almost every color pair. Think all I'm missing is izzet dimir and rakdos. Izzet is all about instants and sorceries so playing enchants just isn't viable, and I believe in the potential for a rakdos forced combat commander but they've never printed one, same for dimir. But there's sultai enchantress which lets you play a lot of dimir.

The Rooms of Duskmourn were tied to the fact the whole place is a haunted house, that logic doesn't really apply anywhere else. It never made sense for rooms in a house to be fucking enchantments in the first place, it's purely so they would have synergies in an enchantment-heavy set.

Whatever the case though, you just won't see Rooms again unless there is a return to Duskmourn or something. It's as simple as that. What was the last new mechanic that actually got support in other sets? Adventures? WotC just shits out a new mechanic every set for the draft environment and then forgets about it. The best way to make morph good is to make the creatures on the other side good. Part of the reason why morph is ass is cause there's basically no surprise factor to it, and creatures are rarely less expensive when flipping them. If playing a morphed creature + flipping it was ALWAYS cheaper than hardcasting it or they always had a flip effect that made it worth it, it might be useful. Similarly, if there were more creatures with morph that were good, it might not be a situation where you play the one creature with morph in your deck facedown and everyone already knows what it is.

It depends on what you want to execute. just because your deck doesn't have high CMC doesn't mean you don't want to blow a ton of mana every turn. Especially if you are trying to play and draw a bunch of cards in quick succession to maximize triggers or something. I'd say six pieces of ramp is fine so long as you have the draw power to cash out on that promise. And don't forget to account for how many tax abilities people run in the format where having a couple extra mana up can save your ass from the fire.
The other benefit of lots of ramp is it means on later turns if you get it you can just use the ramp incidentally without really disrupting whatever you were planning to do or just pitch the cards into some other engine.
