The MP takes place in a shady fighting "tournament" run by some rich crazy guys who want some vague philosophical nonsense. It's less like a tournament and more like ranked in actual video games or a qualifier season in sports that goes on forever. You fight other competitors and get rewarded based on how well you do, no getting knocked out of the tournament or anything like that. At the end of the cyoa you select a reason for why your build is actually there.

It's mostly a setting that's there to facilitate personal plot threads for anons' builds and how they interact with each other. The tournament would only end once the rich freaks are satisfied. For some plot thread ideas, maybe one really strong guy keeps killing his defeated opponents (allowed btw) and some builds team up to find the best way to beat him because he's an asshole but too strong to take on alone? Maybe someone is murdered on site for some reason and while the tournament still continues because the people in charge don't give a shit the builds investigate because they have a stake? Maybe the builds just play sports or gamble and get really heated up while doing that, could there actually a fucked up gambling sub-culture that starts around the televised aspects of the tournament that invites some people to take dives or rig matches? Maybe a feud starts between a guy who's an actual magic anime priest who shoots lasers and a guy who's literally Count Dracula?

Perhaps I should do an NPC/companion list thing to try and inspire plot threads since some anons don't like coming up with NPCs by themselves too much? Would that be something I should do to make it easier?

I might not be the best person to describe current MPs, as I was a bit out of it lately, but I'll try.
This run of PMD wasn't super big to begin with (it's a rerun, and playing as pokemon doesn't seem that popular), but lately, it seems to be carried by a single anon. I believe if you started interacting with his character, he'd be eager to respond, and according to the Great Anon Theory, if we have a couple of effortfags it can lead others to be more active too, so there is a chance.
For City, I think it had a good start, with people being interested in the new path, but then it got a bit stuck, with people being gun-shy. In particular, there seems to be the main group of sinners on the bus, but most of the anons aren't sure what to write in this setting, and how to engage without breaking up the group. I believe that getting through those initial hurdles will be tough, but afterwards it could get easier. Again, a couple Great Anons are required to pave the way.
MHA is an eternal moloch, with a long history, a couple bibles worth of effortfagging, and hordes of Great Anons, who seem unfortunately to have perished. It might come back from the dead, as it has done so in the past, but there is also a chance that we've lost the Great Anons in the hack, or they just lost the spark.
Finally, there is an option of starting a new MP, but finding a good cyoa for it isn't easy at this point because we have some specific requirements, but if we had something to meet the criteria and a couple Great Anons to get it started, I think it's not the worst time.
I could try to expand on those points, but I'm not in the current runs of PMD and City, so for that, other anons might be a better source.

Robert “Bobert” Bogg is actually from the US, but his parents decided to use their money to have him attend Hogwarts because of their British ancestry and a general hatred of native americans, which Ilvermorny is associated with. The Bogg family owns a gigantic ranch somewhere in northern Arizona, and they own a lot of agricultural and ranching land in the southeast US in general. Since his parents can’t help him magically, they support his education by purchasing their son expensive magic items.

He’s good at Transfiguration, and is an animagus capable of transforming into an bald eagle. Geminio is a particular proficiency, and he’s able to use it to duplicate massive amounts of objects, slamming into people with tidal waves of duplicated debris. His primary magical interest, however, is in enchantment, and the general creation of permanent magical effects. His interest in muggle studies and actual engineering is pursuant to this goal, as he is completely uninterested in agriculture and wants to pursue a career in industrial magic, either through making work golems or automating magical industries in general.

A Navajo curse was placed on the Bogg family so that their firstborn son would be plagued by evil spirits, but it turns out the spirits aren’t that bad because Bobert isn’t a total cunt. The Great Eagle Spirit specifically gives Bobert prophetic dreams. His parents are still butthurt about the Navajo curse, blaming it for Bobert being a wizard in the first place. If that’s the case, Bobert doesn’t see the problem with that and just wants to make peace between the world of his parents and the world of Navajo spirit bullshit. Luckily that won't matter until later in life.

Potions inherently don’t make any logical sense to Bobert, so he’s terrible with them. Because he doesn’t like failing classes, however, he’s highly involved in the potions club with fellow Hufflepuff Rachel Donovan, with whom he likes to do hallucinogenic potions before flying around in eagle form. Their group is completed by Powell Fawley, and the three of them make for a generally lazy and apathetic trio of burnout coaster Hufflepuffs who waste their potential.

Between his 5th and 6th years he gets a summer internship with a famous artisan, but he wasn’t alone; his long-time enchantment rival, Sienna Moretti, also gets in on the internship. The man they interned for turns out to be a big-time necromancer that’s trying to bring back his deceased son’s soul in the body of a magical construct, in addition to making a bunch of zombies as byproducts from experiments on the soul. The man has lost his mind, and what’s worse is that Sienna is also a lunatic with no moral scruples who buys in right away, so Bobert needs to deal with her asinine political games in addition to hordes of zombie experiments locked in the basement. Bobert is trapped for a summer at this guy’s freaky necromancer estate in the middle of nowhere. He needs to prevent any heinous evil magic from taking place because he’s not a fucking douche, but if he gets caught undermining the experiments he’ll be in serious danger.

I tend to trust others for these sorts of things, but I'll try to give my thoughts on Desdemona.
She isn't a skilled fighter the way some others are, but she does have some decent tools at her disposal in Willow Song and her capabilities as a Bloodfiend. However, I think she would be less sloppy than expected. As far as random thugs go, she should be able to comfortable keep them at a distance while she attacks more often than not and her abilities will tend to only improve over the course of a fight if she can avoid being too badly hurt early on. This is both due to the role her emotional state plays and the possibility of feeding on her foes over the course of a fight. While it won't necessarily work in her favor, a large number of people involved in an engagement benefits her EGO by allowing it more to latch onto and twist as well. When it comes to fighting alongside her fellow Sinners, I feel like she would be notably effective at functioning in a team and someone such as Moriarty could effectively cause Desdemona the appropriate amount of stress to make her most useful.

By design, it allows for a large cast of characters with unique powers, or unique ways of utilizing powers which is important because everyone here wants to make their own special snowflake. The simplistic morals also simplifies writefagging since you could always just flanderize a character towards being a generic hero or villain. Factions are a given and you're expected to start shit with others but become best friends after one fight because that's how it usually goes. Due to this, we can reach a wide set of tones for our writefags. We go super serious and edgy for the main plot, while side plots can be more jokey because that's how it is in canon as well. The presence of a wiki isn't a detriment, but a tool to farm for ideas, and act as a spark for continuous conversation while waiting for a writefag, something an OC setting will never be able to replicate even with autistic lore documents.

Sinner order is pretty weird, actually. Going by canon, it's not about employment order or the order of the cantos. Only theory I've seen that might work is that it's the order of their sins. Meaning if you made a timeline showing when people fucked up and got into whatever situation ultimately entwined themselves with Limbus, it might line up with the sinner order.

It'd be hard to make that work here however, since I'm betting the fanger's sins happened before the rest of the cast was even born, but Hyde is Sinner 1. Would still be cool if there was some logic behind our numbers.

I hadn't exactly been thinking of any specific amount of time, but I did imagine her being taken in by Limbus and becoming a Sinner to have been delayed compared to Lance/Moriarty and the others, so she would have spent a good deal of time distorted and mindless. Everything feels like it happened yesterday from her perspective, but I imagined it at least being long enough that Lance had written her off as dead and for her distorted self to be a known hazard skulking around the backstreets. I guess since there's been some OC talk, and it's been pretty quiet lately that I can talk about my own. I've been planning changing the premise of Gun School Redux. Rather than a school, it's more like being hired by a new mercenary group on a mobile base. Almost everything's mechanically the same, such as changing the school to different divisions like combat, security, logistics; or clubs into fireteams. I wanted anons' opinion on it as it does mean rewriting a lot of what's there to fit the new premise and tone.

This is the reason why I'm asking. I do want to know why it appeals to anons. The reason for the change is, as you implied, so that there doesn't have to be so many loopholes to have the characters go for an actual mission or raid. It doesn't seem as feasible for a school set up to send students learning how to be a special operative to make them jump into the deep end. At least in here there's a possibility of child soldiers.
