Why don't more settings do elves the way Warhammer Fantasy does elves. More specifically: High Elves.

They slay demons, ride dragons into battle and make elves in other settings look like queer little tree huggers in comparison.

Warhammer Fantasy elves are tolkinien elves. The reason most elves are pussies is because they take after old D&D, which is Not tolkinien.

Because it makes many writers piss and seethe if elves are badass and able to overshadow other races (especially humans), so they have to be written as impotent assholes to one-up.
Also, a lot of settings focus a lot more on the "lost glory" aspect, so they just provide ruins and old mysteries while in the current time of the setting other races are allowed to do cool things.
It doesn't help that elves are seen as "privileged" and white-coded Many writers think Tolkiens elves are too perfect (and completely miss their narrative purpose), so they make them stupid and weak.

Warhammer Fantasy Roleplaying is unique in that it acknowledge the differences between characters, classes (careers) and races. It also assumes that everyone rolls their races and careers, so more powerful options happen far less. In practice, many groups ignore that and just pick their race-career options.
There are good reasons for having classes and races be balanced (to a certain degree) in most TTRPGs. Any kind of narrative dissonance that this may cause is often an issue of the writing and lore, if there is any in the first place.

The failing in WoW is that the rulebook mentions you could, with some effort, join the goblins and have parties with former horde and alliance guys so orcs and humans in the same team but this was scrapped in the alpha phase or some shit. If they had kept that, it would have been feasible to have Humans, Gnomes, High Elves and Dwarfs on one team and Trolls, Orcs, Tauren and Ogres on the other team. Things like undead, blood elves, night elves could just be neutral races that would choose an alignment. But they wanted to (poorly) force conflict so they scrapped most of the roleplaying stuff.

From my understanding, Blizzard originally intended to have the reputations handle who the players are friendly with, like in Everquest (you can still see that somewhat in vanilla and TBC), but later decided to copy Dark Age of Camelot's PvP model (I've heard they outright got some of the DAoC devs to design WoW PvP, not sure if that's true), which led to the two faction system.

In Tolkiens christian worldview, humans are flawed creatures that can be drawn to sin, but also be ennobled by higher powers.
His elves had the purpose (as stated by their creator) to steward, help, teach and ennoble humans, making them better versions of themselves, and then passing on.
His elves were never perfect, but certainly still better than the average human in many ways, physically, mentally, spiritual. As something for humans to look up to, an ideal to fashion themselves after. A more spiritual, moral, idealistic image to aspire to.
