I went over this a few times... and I really hope I'm missing some line somewher that invalidate it but...
Transport are limited to the Infantry and Paragon Type. No limitation on subtype.
Vehicle are not limited by the bulky special rule (beside using more transport space) unless they have the "light transport" special rule.
Jump pack are no longer a wargear piece with its own limitation and special rule but just a collection of standard special rules (deep strike and bulky) and an built in movement stat.
The result of all this.. is that you can embark assault, assault veteran, furies, raptor and the like inside a spartan, move it 10, disembark (that include a mvement) by 12 (14 for furies), make a set up move of 5 and than finally roll your charge... that is a 27 baseline + the best of 2d6 charge range...
PLS, tell me I'm missing somethign that invlaidate all this, that there is one line somewhere that makes A-grav sbtype not being able to embark or something like that (that is how I'm gonna house rule it if it really work and GW don't fix it on day 1)

That said, things least likely to have their models or rules changed are VERY recent resin (certain consul variants, certain named characters), plastic vehicle kits, "current-scale" marines (anything in the current Mk VI or Mk III plastic, so basic Praetors/centurions, tacs, despoilers, heavy/special weapon squads, jump infantry, basic jetbikes, etc.) and you can plan towards anything we know is getting new plastic soon (breachers, felblade, rapiers/tarantulas, etc.).
So with that being said, you can build the core of damn near any Legion that isn't like, White Scars. You'd probably be in a great spot starting Iron Warriors, Iron Hands, Imperial Fists, Sons of Horus, Ultramarines, Alpha Legion, or maybe Iron Hands.

Movement, shoting, charge, some edition had more or less limitation on who could charge, here the only limitation is that you can't charge if you rush, can't charge in the first turn if you deploy outside of your deployment zone, can't charge the turn you deploy via deep strike and can't charge the turn you deploy via outflank if you eneterd from outside of your deployment zone. (don't think I missed any of the special restriction).

My bright blue AL, picrel, are getting a shipment of technoheresy (mhara Ghal, brass scorpion). What color would work well for their armor? Im going to model them with many chains and glowing glyphs of sealing on them to represent the AL attempting to control something inherently uncontrollable.
What color would contrast well with the turquoise? What scheme would look good? Right now I'm kind of leaning towards the dark grey of the pre-fall word bearers with either green or red runes, but I'd like some suggestions

Basically all melee units got flat attack buffs, but no longer benefit from 2 weapons (or weapon + pistol) or charging. So for those units theres an inbuilt compensation, but units not built for combat have very little reason to even try now.

I do think DS is being slept on a little. That said, I agree that DS is being understimated a bit too much, it obviously is not the "easy solutiong to get into melee" but with its exceptional accuracy it can let you drop a unit exactly on objective you can contend or on covered position you can spring an attack from on the next turn... it is especially interesting for Kontekar, popping on an occupied objective, lit it up with heavy flamers and look at the enemy flee from their panic-1 + fear LD check, paying you your vanguard VP plus the one VP from the now unoccupied objective

Your list is public knowledge so if you have 600+ points of harmless DS termies stuck off-board for multiple turns, opponent knows they can bully you off all 4 objectives while he's got 3000 points vs 2400 points and the terminators get 1 or 2 fights in the entire game since they dont even have one charge until turn 3.

To answer you question, master of descent to strike turn 1, auto pass turn 2 roll. Maybe auto pass turn 3 if the master is still alive. Load up on good shooting so they can commit by landing in objective control range. If you order your shooting well enough for them to kill the last model you can score off vanguard.
Is there a cap of points at where a 30k games can usually be played. The "Standard" is 3k points but I see some people saying aiming for a 6k collection is pretty standard.

Av3 is very durable now, at least vs conventional fire. Autocannons need 6s to glance it, missile launchers need 6s to pen. Even melta is going to be bouncing off that 13 a lot of the time. The days of anything and their mother being able to just beat it to death are gone, without dedicated AT weapons aimed its way the predator is going to be hard to kill.

The goal isnt to drastically alter how weapons work, fists getting d2 isnt supposed to be a buff for fists which is then undermined by some other model not being oneshot by the new rules, its to allow for weapons to work around "big models with lots of wounds" better. This however means that "intermediate" models which previously relied on skirting the system might need to be adjusted (although given gal vorbak remained the same as they were, they might not even do that).

Damage was introduced because of how problematic certain big non-vehicle models (automata, dreads, big demons) were. It allows for lascannons or the like to not need to pincushion certain units in comical fashion before they die. If this introduction means that some models have to be adjusted to remain within their usual TTK then thats fine and wouldnt be something that needs further adjustment to fix.

Damage also allows for "Big gun kill big thing bigly" guns to work, so weapons which would otherwise represent their added firepower with more shots can instead simply deal massive overkill damage (making them suitable for single targets but less viable into multiple smaller targets). Which fixes stuff like the gravis meltas being one size fits all solutions to everything in the game.
Vindicators also become decent at vehicle damage now, because you can simply hit something for (6) rather than dealing a single hull point and being unable to explode the enemy.
