That's the government deciding to overreact and jump to widespread conclusions unrelated to the thing they've seen happen, and make unfounded, wild collective accusations against anyone remotely adjacent to it. This is because they lack proportion and context.
It's almost as bad as the leftoids in your country who say waah, 'if you like 40k you're a fascist and complicit in promoting Twump!'. See what they're doing there? Overreactive, unfounded, collective accusations that are tenuous, irrelevant, and bloody wrong.
Another example would be, oh, saying an entire country of 65 million people is 'woke' because of a piece of PC pandering. That's not woke in itself, but it's the same overreactive, collective accusation of complicity.
It is a bit of PC pandering; yes, it's annoying, but only because they've disrespected the canon, in itself it means fuck all. It doesn't affect gameplay or anything either. If there were women mehreens it wouldn't matter a bit. Plus There are far more important examples of canon fuckery to get mad at.
