One is that they want more art that shows saleable products. The reason for this is to sell products, of course, but also to crowd out cheaper brands of mini company making minis based on art with no equivalent miniature.
Another is that they're cheap. Good artists can command higher pay, and the suits don't like that, they don't believe people care about art enough to justify it.
Finally, GW does not like artist loyalty AT ALL. Celebrity artists have leverage over them in terms of negotiating pay, and they "steal" customers for other brands when they leave. Because of this, GW does not want artists signing their work and better artists do not want to be treated with the disrespect of having their name expunged from their craft.
