1-Roboute said that the powerful alien races the Imperium fought in the Great Crusade are nothing compared to the Necrons in terms of technology and might.
2-It's said a number of times that DAoT humanity wasn't as advanced as the Necrons and wouldn't be able to understand or replicate their technology.

There's also the added issue of whether you're porting AOS to 40K or 40K to AOS, you'll have to essentially plot out one entire franchise worth of new armies, and if you go for a hybrid ruleset, that's two franchises worth of armies to work around.

I think the first question to ask if you were to do this is: do I want it the different systems to be equal?
If you do then you're gonna have inconsistency, like a human in 40k having pretty different stats compared to a human in AoS or TOW.
If you don't then you can simply work with the point values after bringing every profile and rule at the same level.

I think for the amount of stuff you're trying to bring together you'd want to streamline things as much as you can: a human is the same in all systems, a bow is the same in all systems, etc.

That was the ORIGINAL idea that GW used IRL.

But then LATER, GW decided that it'd be better and cooler if all this shit we are seeing now (pariah nexus, octarius concluding, 4th tyrannic war, etc.) is instead taking place DURING the Indomitus Crusade that G-man kicked off.
So GW "winded" the timeline back by about a century. So it is still M42 but it's like M42, year 12. However GW DIDN'T retcon any of the events, all the events still happen, but all of it happens much earlier in the timeline than you think.

You can't defend everything at once unless you vastly outnumber your opponent. Since an entire fleet could drop out of the warp orbiting any particular planet, you are forced to defend everything.
