A faction of fanatics might be largely impossible to influence with bribery, but would be more susceptible to appeals to their own belief system; similarly, you might expect that same faction to have their zeal undercut by the fact that there aren't enough true believers to fill their ranks. A faction that's working for the government might have its rank and file both wield and desire the benefits of the status quo, but have issues maintaining discipline when that status quo appears to be undermined.
