Is there something like writing a character monster book, but instead of being monsters the book is about designing around 256 npcs, with their own character profitle, name, concept art.
So, something like that can be used as the blueprint for another game or derivative media?

Chrysogon's Coterie for BFRPG might be what you're looking for, though idk if you have a particular system in mind or what. it's apparently a collection of almost 300 NPCs with classes, backgrounds, motivations, quirks, connections, etc. it's made for BFRPG so if you want to fluff them for a setting that isn't fairly generic old-school D&D fantasy it might take a little work, but the framework is there. full disclosure, i haven't used it myself, so it might be dogshit, no idea.
