In your opinion, which system has the best method of character advancement?

I've never liked the lvl 1-X system like D&D because too much of the character's kit is locked away where it might never see use. I admit I'm not familiar with many different system but I would personally like to find something where I have my character's abilities upfront and then can make those options better or get different ones with advancement.

That's just where you give the level after a major event rather than doing a spreadsheet breakdown of what actions contributes to how much exp?

Hero System.
You have, depending on the game, 250 point characters and get 2-3 points to add to them every session/adventure.

Characters grow slowly and organically as you invest more points in characteristics, improve old abilities or create new weak ones you can improve with time. No randomly unlocking class skills or jumping up in meat points.
