That is partly a symptom of modern GW design philosophy. No longer are factions and units designed post lore and made in line with the setting. They just hand contractor modellers some key words and tell them to go ham. Then once something is made the bean counters decide which they think will sell, sign off on it, then hand them to the rules/lore monkeys to hamfist them into the setting. Completely ass backwards compared to how it used to work.

They seem to be the less popular aos dwarf faction despite having a larger miniatures range. I do think that having tech dwarfs and slayer dwarfs as distinct factions is a decent idea, though I think the focus on flying was a big mistake.

I'd have leaned into the sky/nautical theme, fighting goblin/skaven sky pirates and the forces of tzeentch.

Rapid inserts with ships but have the dwarves themselves be solid and slow without, firepower and armour, low body count armies.

It's not the black characters. I paint my minis however I want I don't give a fuck which character is in the marketing material because they aren't from my homebrew anyway so im not painting them to begin with.
The real issue is that they could have been a little bit more subtle with the steampunk thingie. I don't know how the design team went all in on the steampunk gimmick without any of them realising that steampunk is one of the most heavily clowned on, goofy and reddit things in this universe. It's generally not very popular and half the times it's mentioned it gets treated as a joke. Steampunk can look good don't get me wrong but they did it in such a goofy over the top way it's not fitting even for warhammer standarts. Hell Gloomspite, Idoneth and so on do a generally very goofy aesthetic really well because you can tell they look intentionally over the top and goofy as opposed to just accidentally doing so
