Rescue Cat was a 1-card combo starter that could summon any 2 Level 3 or lower Beast-type monsters from the deck, and did not negate their effects until its 2017 errata. That detail is important since in addition to the advantage it generates off of turning 1 body into 2 bodies, the things you summon will typically generate some degree of advantage off of their summon. A lot of Synchro monsters around the time that it originally got banned also happened to be Level 6 monsters, so you could use it to fart out something like pre-errata Brionac or pre-errata Goyo Guardian, two of the strongest monsters in what is known as Edison format today.

TLDR, before 2017 it let you instantly bring out 2 monsters with effects. After that, it let you bring out two monsters, no effects, but instantly use them to get a bigger, stronger, more bullshit monster out.

Which, in the modern context, is nothing; modern yugioh is all about treating your opponent's turn as your turn and summoning soijak the lord of unfun who can negate all effects and cannot be destroyed and has infinity plus one attack and also your opponent can only play cards if it's raining in oklahoma on a tuesday in june.

Imagine you're playing MtG and there's a Creature that, on a 0-cost effect, can summon 2 Creatures from your Library. Before 2017, you could use those Creatures' abilities however you wanted.

Now, we have an Extra Deck in YGO. Think of this like a 15-card Commander Zone, where you can summon any number of them by sacrificing the listed materials on their cards. Synchro Monsters can be summoned from the Extra Deck by sacrificing 2 or more monsters whose levels exactly equal their own (including a specific type of monster, but that's not important), and some of the strongest ones when Rescue Cat was a problem happened to be Level 6. To put it simply, you could bring out your bosses off of the summon of 1 monster if that monster was Rescue Cat.

I'm not totally privy to how MtG plays out, but I hope that it gets the point across just enough.

I can't really think of a closest MTG equivalent because tutoring and summoning from the deck are lower powered there, but I understand the concept. Essentially, it was just a shitload of value for one low cost creature, right? If you played it it just instantly gave you a fully developed board.
