As always, Reaper's got some okay ones. Mostly Bones, a few metals. Their weapon conversion packs suck ass, though, don't bother. They also did a line of minis for the Deadlands post-apoc hack sold under the "Studio 2" brand, I have a few and they're pretty good.
The old Project Z survivor sets had fantastic extra weapon sprues, but those have been OoP for about 5 years. Warlord has re-issued them twice.
Crooked Dice has fantastic minis all around, some post-apoc and some modern plus a bunch of Cold War stuff. The old Apocalypse Isle and Golgo Island minis wound up there. Including one of my favorite models, "Renato Ramirez" AKA Tutu Hitler
Copplestone Castings has several mostly civvie post-apoc sets, along with more militant stuff.
The armed civvie thing was basically Hasslefree's entire deal. Sadly they didn't pay their taxes, got shut down, and supposedly re-incorporated, but that gormless jackass Artemis Black kept his job so the shipping and casting issues are gonna be exactly what they were before if the company even gets back online. Check around on reseller sites, there's still some of their inventory out there.
