It's a solved game. Provided both players have room temperature IQ, neither can win and the game is always a draw.
So the best strategy would be hitting yourself (or the opponent, or probably both in OPs case) in the face with a brick.

As has already been said, it's totally solved. There's so few moves, and not losing is very intuitive. Some choices play out better than others in terms of potential, but if both players are using their brains, every game will be a draw.
Your best shot is the 3 corners opening. If your opponent is only used to X taking the center, and has internalized center>corner>side as rule, you have one chance, maybe 2, before they figure out how to draw against it.
Downside is they'll never fall for it again, so that's one less person who falls for 3 corners.
It's solved.
Go first and put your mark in one of the corners like this.
Then put your next two marks in one of the other corners.
Then you've got a two way win no matter where the opponent blocks.

If first player alternates, then next round one can attempt a win,
This continues until your opponent gives up
What pisses me off about tic-tac-toe is that even though the game is worthless and too simple for a 5-year-old, every stupid "10 classic games in one box!" set includes it just to pad the count.
