Unironically what's their tax policy? is it fixed onto every transaction, do they pay it once per year, or does no one pay it and that's why everything is a dystopia?

Night City is jointly owned corporate land, it's not part of California or the NUSA. Any "taxes" paid would go do the city government, but it's just glorified protection money, and 90% of it comes from megacorps anyway.
