Polymorphing a charging elephant into a small turtle would cause the creature to literally shoot forward like a meteor (around 80,000 mph) either incinerating it, splattering it against a wall, or launching it over the horizon, purely because of conservation of mass.

That's conservation of momentum, not mass. Unless the spell makes a very dense turtle or puts the mass elsewhere it already violates conservation of mass, and therefore energy. So there's no reason to presume any other conservation laws hold.
