Because most RPG and wargame settings revolve aroound combat, so having primitive grunty types in them means there is more of a chance of combat. Combat often involves gaining a tactical or technological advandtage over the other side, hence the power armor for the grunty types. (also, constantly introducing better and better tech is used by some game producers to encourage players to buy more models/gear books)

If you want something more, either modify the game you already know to be less grunty (have your space marines sit down for tea with the tyranid hive swarms,, or play something different.

Well, it doesn't. That's rationalizing. If you have resources and living space in abundance, you can live in peace. But that's not gonna last forever and is also a pretty boring, uninspired living. If play fight is entertaining, someone is entertained by real fight. It helps to survive sometimes.
