That depends more on the setting than it does the system, as appearance as a stat has fallen out of favor since the 1980s. That said, if we're talking about the settings of the big elfgames like Shadowrun, Warhammer, or D&D the ratios are about the same across the board so even the base setting assumptions would be universal. If we're talking about MERP then there are no ugly elves whatsoever.

In my Warhammer inspired knockoff setting Dragons made elves out of dragonflesh as a sort of servitor race/liason to handle matters with the other races. Dragons & elves are essentially the same species but vastly different in physiology. The dragon god-kings ruled over the, for a long while until the most beloved elf concubine of the chief dragon, betrayed them after being led astray by chaos. She led a rebellion & the elves slaughtered a bunch of dragons, broke their minds so they are pretty much all savage beasts now & took over. The Whore-Queen & the upper level elf lords are a bunch of blood drinking pseudo vampires who dress to emulate dragons & claim their lost legacy. There is also a factor of wood elves who live ascetic lives in the wilds as a gesture of attunement & some try to care for the few dragons left who are no better than wild beasts when they were once kings & one of the wisest & most learned "people".

This lore was mostly to mix Dracul vampires, transylvania elves & dragons all together & to justify my magical realm of hot elf women getting dicked down by dragons

Depends so heavily on the setting that the question is entirely meaningless.
May also depend on the actual town in question, how trustworthy the town guard appears, how professional etc. It's not like elves don't have their own types of guards.
As a baseline, elves will probably play along, but will stand their ground if the town guards appear rude or be of the corrupt kind. Elves aren't dumb, they know that someone needs to uphold the law. They should still treat human institutions with less respect than humans would.

1) When a new edition comes, Marines, being the poster boy, are usually the first to recieve the codex.
2) As the edition advances, newer codexes are released, which is usually accompanied by power creep, unless the developer hates the faction he's working on (see: Cruddace and Phil Kelly).
3) Eldar are popular enough to get regular updates, usually later in the edition cycle than the Marines.
And thus, in most editions, Eldar-Marines matchup is actually bad for the Marines. Barring some monstrous abominations such as late 5E GK (still can go either way, good luck fighting 5E Gay Knights as regular Marines or, Emperor forbid, Black Templars).

But the ones I've made for my setting are effectively evolved trees, in the sense of Tree -> Ent/Leshy -> Spriggan/Nimph -> Elf
Their hair color is dictated by the dominant foliage or nearest equivalent and their skin changes color and pattern to match the dominant trees or ground of where they've been living for at least half a decade. if they keep moving around then their skin remains the color and pattern of the last place they lived at for at least 5 years. Their Irises are the shape and color of the first flower they see.
They never really stop growing and can, in theory, live forever, but due to the cut-throat nature of their society they tend to die by their 500s or so, with the oldest in-setting being ~1500 years old. She, thusly, is also the tallest at 7'4". Mentally they age as quickly as Humans do but aren't considered adults within their homeland unless they pass 4 trials:
Solve a significant problem with diplomacy; solve a significant problem with violence; make a true friend; travel to somewhere no less than 1 months walk from your place of birth.

Their homeland has a custom of tattooing their life story, as dictated by their elder, onto their bodies. A new line is added once every decade and it is supposed to be the most defining event of that Elfs character for that decade.
For this I've stolen the Ogham alphabet as it can be written as a long vine to create intricate designs while still telling someone what they're like as a person.

They're also all a single sex, though we would call them hermaphrodites. They all appear as "female" by the way that most other sapients would recognize. This was primarily inspired by the fact that a large number of trees are actually hermaphroditic but also an after-the-fact reasoning of "it's a fuck-ton easier to find female elf art." Due to this they've started referring to themselves in the feminine for whatever language they're speaking.

Gonna ask again, but does anyone know a non-D&D cozy/wholesome fantasy RPG featuring elves prominently? There are a good number of cozy and wholesome ttrpgs but they overwhelmingly focus on either playing as animalfolk or just magic humans.

High Elves generally see them as equals, while Wild/Wood Elves hate them. They are why the schism even exists between the elven people.

Half-Elves existence is purely from war and conquest by a mighty human empire, which left the elven population shattered. Most did not kill or leave their bastard children for dead, either for the pain of the act or sheer desperation because of their numbers being so heavily dwindled.

While I think some chaos-aligned xenos would be cool too, I find chaos worshippers dumber than DEldar because of how you've described your idea of willing slaanesh worshipping Deldar (100% true to lore). All true Chaos worshippers are retards slaving off for immaterial parasites hungry both for their flesh and souls just for the love of it or in mostly vain hopes of being among the lucky singles to transform into a more powerful form of those immaterial parasites. Like there are some mentions of Chaos cultists somehow building working societies but it's hard to imagine those being the TRUE believers living on full-blown Chaos worlds where daemons can come visit as they please. While all that's okay for an evil faction among evil factions GW would also have us believe that they somehow have blood and flesh fodder to vastly outnumber the forces of more reasonable factions.

Gems aren't necessarily spirit stones, it's just artistic license. Sometimes you see people paint things are are canonically "tech blisters" as stones, especially on vehicles. This is correct. In one of the codices there is fluff it's the sort of job that multiple Wraithknights are sent on. In the shitty Path books a rag-tag group of corsairs, deldar, and harlequins visit a Croneworld for stones. The difficulty is the main reason Dark Eldar don't do it, but they also generally look down on Craftworlders for resorting to such measures instead of just being hedonists.
