It's just the way it's rendered. A little too much detail in the way the cheese melts and drips. A little too realistic around the folds and creases of the hands. Entire color palette is kinda muted and muddy.

They probably cleaned it up with some photoshop to hide some of the more obvious jank and make the land symbols more distinct, but I'd bet money that's AI.

The design looks a lot more like jitte rather than sai, with only having one side bar, the shape of the side bar, and the main bar being the same thickness the whole way rather than tapering like sai are generally thought of. Though jitte aren't typically used in pairs like sai are, so it makes it look dumb and wrong from a different angle as well.
Currently looking to see if there is some point where they switched Raphael to using jitte instead of sai to see if there's any reasoning to the art in the set having done so. There probably won't be, but it's not like I have much better to do right now anyway.

The one that seems the most AI is the Island, since there it looks like the entire floor of the room is just covered in cheese, like the AI didn't know where to stop.
Looking at it more just gets worse though. Like the sai on the Mountain is missing a prong, how the Swamp hand looks like it has a second thumb, or the way the wood grains between the tray and table on the Plains don't seem to have the correct angle. Even the forest is pretty weird with having full jalepenos that small instead of slices.

Just found it, looks like WOTC decided including sai is culturally insensitive because sai are an Okinawa/Ryukyu thing while they're looking at the TMNT as being full Japan/倭 only and including sai would somehow be insensitive to the long since conquered area or something.
Though it does look like there may have been one episode of a cartoon in 2003 or 2012 where they had Raphael use one for a while too I guess.

Also, I will say them switching from sai to a jitte also feels a bit funny with the general association with police since during the Edo period they were basically used as combo badge/truncheon and the old martial arts based around them made their way into modern Japanese policing techniques. Though I guess the association with independent thief-takers could make it sort of work for vigilantism like what the Turtles do, if you don't think too clearly about it at least.

Yeah, the main complaint I've always seen online and heard from friends of friends who happen to be from Okinawa is that the Japanese government doesn't do enough to prevent all the rape/manslaughter/other crimes that come from the US Marine bases there. Now that I think about it slightly more, if the specific reasoning for replacing sai with jitte is about Okinawa/Ryukyu for trying to make them culturally distinct from Japan for "sensitivity" reasons then they have to get rid of Michelangelo's nunchaku as well since they also made it to mainstream Japan thru the Ryukyu people who got it from the Southern Chinese originally.
So tl;dr: sai and nunchaku come from the same place, if one has to be removed for "cultural sensitivity" so too does the other.

Spend hours doing laborius work or spend 15 minutes fixing imperfections from an advanced stable diffusion prompt, hmm... hard choice. Raph being red was clear from the start, and Green for Mikey is the classic what other color can we use for him? Plus he is the stoner of the group. So would make sense.
