the only way to play constructed on a budget is either on MTGO where tix prices are vastly lower than paper, or on arena which has its own issues but wildcards are fungible so rarity is what determines scarcity not a card's actual price.

you play Starter decks vs Starter decks, no collection needed.
best way to save up your daily gold. play whichever ones get your quests done and get like ~4 daily wins and you're good (win rewards taper off after the first 5).
I have every card in the game on Arena and I still prefer Starter Deck mode to any of the constructed formats there, it's pure magic.

People are going to draft, and if a set has roughly the same numbers of cards of each color, then players will default to playing the sweet spot between card selection and ability to play them- two colors a majority of the time. By giving each color pair an archetype (one that changes frequently even with repeats) it helps bend color pairs into strategies they normally don't do. If there were no color archetypes for drafting, then you'd end up seeing LESS original decks because each color would only ever do the same thing it always does.
