The premise of the setting is that no faction, save for those that would destroy reality, should be doing 'good'. The Imperium is decaying and very slowly losing planets, the Tau have only a few hundred planets and don't matter, the Eldar have only a handful of craftworlds and don't matter, the Dark Eldar are stuck in Commorough with only a single city and don't matter.

The only faction that seems to defy this is the Necrons who actually do seem to be doing okay.

Also, Chaos Daemons are the aforementioned 'will destroy reality' factions that are okay to be doing fine, because when they're doing good, reality is closer to being destroyed. Nids as well, if the Nids get what they want, they'll literally eat the entire universe and then starve to death when there's nothing left to eat. Both are self-destructive, but not before they kill everything else first.

Tau are definitely not doing good. They only have like...what, 300 worlds maybe? At this rate it will take them ages to get to a million worlds, and they will need a million worlds if they want to be able to survive or stand up to the Imperium.

And neither nids are wholly corporeal entities, opinion that the psychic aspect is somehow secondary is not exactly correct either, not to mention all other alternate endings possible for them, i.e. Warzone Laenvir shit/Warp Colonization/etc.
Like, I guess I am fine with the 2 "self-defeating" scenarios you mentioned there but I hardly even view them as such.
Anyways, I fail to see how Necrons doing good is "bad" because no matter how well they do they can just run out of hypothetical bodies to bodyhop into. If anything, your aforementioned upside of "nids dont care about them" has a downside of "if nids succeed they're gonna eat all lifeforms that necrons could theoretically biotransfer into". The Imperium is so massive, that it casually throws away dozens of star systems on a whim, without a care. Exterminatus is used left and right because the Imperium is so massive, that it can afford to spend PLANETS the way other empires would spend infantry. The Imperium is such a behemoth that the loss of entire Space Marine chapters doesn't even get noticed on its radar, it's a rounding error to the Imperium.

Exterminatus is used in dire situations. Even during the First (and only true) Damocles Crusade, some commanders considered exterminatusing Tau worlds that gave them trouble, but were overruled. A lost world means all the resources and benefits it can provide are lost. They'd rather have a world with a xenos infestation they can keep under wraps than exterminatus it. And even when exterminatus is declared, it doesn't mean the world is lost forever. Tallarn, for example, was exterminatused during HH and it's still going strong. Even Cadia keeps on ticking despite being blown apart.

And if they keep losing several dozens each year without replaving them, they'll run out of worlds. If you nuke an agri world, it will mean all the worlds that depended on its produce to feed their people will now starve. As worlds depending on outside resources are often industrial bases, it can lead to a whole sector falling. Things have a habit of escalating.

Every planet in the entire Damocles Gulf, all told probably around 130 worlds, as the exterminatus was not a planet-cracking exterminatus but rather just the planet scorching kind that killed everything on the surface, and unfortunately the Tau were able to terraform and re-settle the planets afterward, gaining 130 or so worlds in the process.

That said, none of the worlds were actually important to the Imperium, the only one that even got a name was Agrellan itself, and that’s only because the Imperium sent a very small force to contest it, and they didn’t even send their best, only using the disposable Space Marine chapters that nobody cares about

Had a bum fuck basic Guardsman kill a Chaos Predator that was tank shocking his squad with his Lasgun. Back in 4th/5th there was a rule that let you stand and try to get a lucky hit if a squad got assaulted by a vehicle, but you had to roll a 6 to hit and two 6's back to back, and then roll on the Glancing Hit table only.
One of my guardsmen out of the 6 in the squad rolled a 6 to hit, nailed the double-6 pen roll, and then got a 6 on the Glancing Hit table destroying it like the the pistol scene in Saving Private Ryan except it actually worked.
I still have that dice in a little acrylic box on my desk at home. Even though the Guardsman was atomized by a plasma shot the next turn, we made a house rule that any squad he was in automatically passed Ld tests if an enemy vehicle was within 12".

Hot-shot lasguns require more maintenance to remain operational, training you can afford to small special forces that don't operate for long periods of time in the field. A good parallel is the M63 machine gun during Vietnam. It had plenty of things going for it over the M60, but it was not as reliable and required more maintenance (so more training and more resources). This is not great for a trooper who has to carrying it around in the jungle for weeks, but it's perfect for a Navy SEAL who goes in, does his thing and extracts.
