I imagine it would have both, given the state of the mechanicus in this sector and the major inquisition presence. Probably the only absolutely loyal Imperial presence in the sector, possibly because their faith in the Emperor is strong enough to overcome/mitigate the corruption that's been spreading, which is also probably why the Inquisition are here in force.

I would suggest to beef up the lower middle of the current scale a little bit more, and increase the max end to hit like 1 trillion exactly. Not many imperial planets that are actually claimed to BE true imperial holdings are down in the hundred thousands region, even the more primitive ones.
