2 Main Reasons, one objective, the other speculative:
1 (Objective) - Hasbro has a greater target operating profit margin than Bandai, meaning strategically they want their product cost/price ratio to be significantly higher. It's clear that Hasbro focus more on the other 4 P's than on their products.
2) (Speculative) - Bandai is a better run business, either due to having more competitive agreements with manufactures/suppliers, or having a much more efficient operating model.
TLDR; both are completely different companies with different goals, and the quality of the end product is a result of that.

Its an apples to oranges comparison since hasbro is publicly traded. As a shareholder you can argue that hasbro is a better company because it probably gives investors a better return on their money.
From an R&D and innovation perspective though you can't argue that Bandai doesn't spends more time and resources on unique sculpts and engineering.

You're comparing figures as a pricepoint rarely used in american retail toys. Bandai does. alot of collectors toys, but it's just a fraction of their greater business. I will say the Maximum figures aren't as good as figuarts, but Bandai makes plenty of things in Hasbro's typical price bracket that aren't as good either. This retails for more than a Lightning collection figure from Hasbro, for example
