A lot of it is outright abandoned dead copyrights by now. Hasbro let a massive amount of copyrights for both Hasbro and Kenner expire in the 90s. when they took over Kenner, they even threw away massive amount of toy molds to free up room in their warehouses including toys from key lines they thought were dead (Star Wars, GI Joe, Transformers, etc).
That's when they revisted GI Joe and Transformers, they had to re-copyright lost names under tricks like "Autobot Jazz" instead of "Jazz" and "Agent (first name) Rock-N-Roll (last name)" instead of "Rock-N-Roll, as two examples.
At this point I can assure you that Inhumanoids, Visionaries, and other lost brands are outright dead copyrights Hasbro, Mattel, and others can't claim unles they apply for new copyrights.
BUT someone could beat them to it first. That's happened before. Ford let the copyright name "GT40" expire while thinking they'll never make another one. Decades later when they did decide to make another one, they found out that a company in South Africa owned the right to the name and is actually using it to make fake Ford GT40s. So Ford was legally forced with just calling it the "GT" from then on.
So basically all of these dead 80s toy brands are up for grabs to anyone with the skill to produce new ones.
