Bootlegs and knock-offs are two different things, right? Either way, I don’t think it should matter. Lego went from wooden toys to copying some other two and getting famous. Then you have stuff like CoD and Oreos which were also originally copies that surpassed the original.

Polish toy companies:

There is a lot of wooden toy makers there, if you count table top games as toys, then there are tons of those.

Merkur is its own brand with original designs not copying an existing toy. It's thicker more sturdy steel pieces than Meccano. More industrial and technical. Similar concept though right.

So, from what I gather the Czechoo Republic is second, with Poland being first, for Eastern Europe. Other than that the rest of countries do smaller things like board games and models.
