It all comes down to who is the buyer and who owned it beforehand. If it comes straight from a kid's toy chest, it is likely to be very used, sun exposed, etc.
If it comes from a collector, it is likely being kept in good conditions or has been restored properly. Of course, the price skyrockets in such cases.
Regarding price, you have to ask yourself, will you restore it if its condition is not optimal? In such cases, I try to priotize a set that has the exclusive (therefore more expensive) parts in the best condition possible (say, a raised baseplate), so any other part I need to replace is not that expensive.
