WalMart is the one doing this and only for some of the 'adult' collectibles in my area. Target seems hit and miss, even on LEGO - sometimes those are behind lock and key, others not. And parts of my area/demographics don't seem to be an issue. Albeit all the WMs in my County are in the shit hole parts of what is a very larger metro area. Whereas Targets are more widespread.

Gamestop has also started putting some of their collectibles behind those hard plastic pieces covering the pegs, so you have to ask he clerk to unlock it to look at figures behind the one in front. It's more minor hassle than anything else.

All the WM in my County are in the outlier areas, with a few exceptions. I think Burbank is the only "wealthy area" that has one (actually 2, I think) but both are in the crappier parts. It's not like they are near a subway stop or where it's easy to get to them on a bus, so everyone who shops there has to at least own a car and afford more than a few gallons of gas.
